Education as we know, is the first and foremost a human right and an end in itself for a civilised society. It is also, second, a means to enhance the well-being of society through its effects in improving health, increasing productivity and enhancing the participation of individuals in community affairs.
In the present time, Arabs themselves now identify a knowledge deficit as one of their major weaknesses at the beginning of the 21st century. But still drove the development of the scientific method away which is the basis of civilisation all over the world. In this regard, acivilization without making discoveries and codifing knowledge, remained weak, and cannot compete to survive in the world arena. Characteristics of such weaknesses are the lack of freedom, the lack of knowledge and the lack of women’s empowerment. These observed weaknesses gave a wake-up call to governments and scholars to give more attention to education, in theory and practice, but the Arab countries still far from achieving perfect status in literacy, innovation and discovery.
For many socio-political analysts, the great difference between today’s campaigns for achieving educational goals in the Arab region, as compared to some other parts of the world, they are passing the take-off according to Rostow, in building the formal –public education.
The weaknesses of education may be summarized in the following points taking into consideration the practical consequences and their impaired manifestations, in some cases.
The first, politically speaking, the global trend of democratisation has had little impact in the Arab region, making for frustrated populations.
Followed by the second weakness, freedom of expression and freedom of association are very limited, exacerbating the frustrations.
Third, depending on the first weakness, the poverty and its corollary of unemployment. About one in five Arabs live on less than two dollars a day and economic growth at an annual 0.5% is dismal. Unless growth can be accelerated, the current figure of 12 million unemployed could rise to 25 million by 2010.
Fourth, concerning literacy and among women, more than half the Arab women are illiterate
Fifth and related to this, women’s political and economic participation remains the lowest in the world (with only 3.5% of all seats in parliaments).
Sixth, and a symbol of this lack of engagement with the modern world, only 1.2% of the population uses a PC and 0.6% of the population uses the Internet.
Seven, communication, post services and telephone line access in the countries are barely organized on logical reasoning, and modern management rules and methods. For example, telephones users are one-fifth that of the developed world, which may contribute in failing attempts to hinder Arabs to work perfectly in these areas. Even though some Arab countries have achieved success in some areas, the majority of them still applying traditional methods of management.
And finally, the traditional perceptions and ways of dealing with resources management (human and natural) are open areas for corruption, mismanagement, personal conflict in terms of social classes which may lead to lack of identity loyalty and dignity. Compared with weapon budgets, for example, percentage of education budgets remained very low. (525 words) To be continued/4
